The idea was implemented by the members of the Hokkaido Industrial Research Institute that wanted to create the "Melody Road" (song) by carving thousands of cuts in the asphalt, 6-12mm apart. The project went live in Hokkaido, Wakayama and Gunma so if you want to hear it then speeding above 28 mph in those areas won't help.
