In the Philippines, we recently launched our 3.5G network (HSPDA) which is an understatement since a service like this may cost a lot in terms of the price per MB. We have two payment schemes - where users either pay a fixed rate, say one dollar per 30 minutes of surfing regardless of how many KB was downloaded, or a price per KB download which is of course much more expensive.
Price is but one question. Other questions include the rate of deployment of these laptops in areas that have the proper telco infrastructure.
