It does sound intimidating at first. In fact, my first fear in starting my own business doesn't have much to do with the concept and business model. It had to do with technicalities such as securing a license to operate.

How exactly does one do this? Now it may differ from country to country but Scott Wilder has outlined a few ways where one can secure a permit in a jiff. It isn't as hard as it sounds.

One way is through Score, a group that specializes in helping out startups and small businesses.

Another way is through the SBA or the Small Business Association (no siree, no big businesses here.) which is a listing of places to go register per state.

A third way is via WikiHow, which is like the combo site for Wikipedia and How Stuff Works. They have outlined business permit acquisition here.
